The promises are varied. Some tools ask you to download an application onto your computer, while others direct you to a website that requests just your PayPal email address and a desired amount of money. In more sophisticated "online" versions, you might be asked to complete a survey, download an app, or provide sensitive login details like your password under the pretense of "verification".

Using a "PayPal Money Adder" isn't just risky; it's a direct violation of PayPal's User Agreement. PayPal's security systems are sophisticated and designed to detect unusual and fraudulent activity. Using unauthorized third-party access tools will almost certainly trigger these security measures, leading to the permanent limitation and suspension of your account.
