Darthmod (and Empire itself) is a 32-bit application. It cannot use more than ~2GB of RAM by default. The Ottoman turn requires massive memory allocation for pathfinding. When the game runs out of memory, it stutters and lags violently.
If you are playing as a faction near the Ottomans, you can break their pathfinding AI through diplomacy or war.

This sub-mod essentially neuters the Ottoman rebellion scripts. It prevents Bulgaria, Wallachia, and Moldavia from spawning as separate entities every two turns. By reducing the number of factions the Ottoman AI has to track, the turn timer drops from 5 minutes to 30 seconds.

If you prefer an in-game tactical solution that does not require altering files, you can manually fix the AI's pathfinding route using naval units.
Sometimes the lag is worsened because the game engine is trying to render all AI movements within your vision. Forcing the game to stop rendering these animations can bypass the freeze.
